Bhutan Integrates National Identity Platform with Ethereum Blockchain

The Himalayan Buddhist Kingdom of Bhutan has integrated the country’s National Digital Identity Platform (NDI) with the Ethereum blockchain. The migration from blockchain platform Polygon is already complete, and the full migration of all citizens’ digital credentials is expected to be completed by the first quarter of 2026. The country’s leadership in blockchain governance and the cryptocurrency space is expected to complement the intended “crypto tourism” of Gelephu Mindfulness City, an upcoming Special Administrative Region that represents Bhutan’s most ambitious economic tourism-pilgrimage development.

The National Identity Platform, otherwise known as Bhutan NDI, is slightly different to the national identity cards issued by countries like France, China, or Singapore. It was developed by Druk Holding and Investments (DHI), the only state-owned company in the country. According to the DHI website, “Bhutan NDI is a mobile wallet that holds your personal credentials which can be used to prove your identity and share your credentials while accessing government and business services online.” (DHI) For Bhutanese citizens, these credentials include foundational identities like names and citizenship IDs, household identities such as bank account details, and functional identities like education certificates or qualifications. It was launched in October 2023 by His Royal Highness The Gyalsey, firstborn son of the king and heir apparent to the Bhutanese throne. He became Bhutan’s first digital citizen.

With the migration of Bhutan NDI to the Ethereum blockchain, Bhutan has become the first nation in the world to execute nationals’ “self-sovereign identity” across the country. A post on His Majesty King Jigme Khesar Namgyel Wangchuck’s Facebook account from 13 October announced that Bhutan NDI’s migration to Ethereum is a “historic milestone in Bhutan’s progress toward digital sovereignty.” (Facebook)

As in 2023 with the Bhutan NDI launch event, The Gyalsey presided over October’s announcement of Bhutan NDI’s migration to Ethereum. It was attended by senior government officials, including Prime Minister Lyonchen Tshering Tobgay, Jigme Tenzin, the Secretary of the Government Technology Agency of Bhutan (also known as GovTech), and Om Pradhan, Chairperson of Druk Holding and Investments. Ethereum figures Vitalik Buterin, co-founder of Ethereum, and Ethereum Foundation President Aya Miyaguchi were also present. “When I first visited Bhutan in May 2024, I felt a strong resonance between Bhutan and Ethereum: both believe that visions for the future must be grounded in strong foundational values,” Miyaguchi said. “This milestone marks not only a national achievement but a global step toward a more open and secure digital future for the long term.” (Daily Bhutan)

This transition of Bhutan’s national ID system to the decentralized Ethereum blockchain enables the NDI platform to “issue verifiable credentials and link decentralized identifiers to Ethereum’s validator network. Citizens will be able to cryptographically prove attributes such as age, residency, or citizenship without relying on centralized databases.” (Yahoo Finance) In future transactions, only a portion of the individual’s identity needs to be processed, theoretically enhancing privacy and ease of use. By 2026, nearly 800,000 Bhutanese citizens will be able to verify their identities and securely access public services.

According to the website Daily Bhutan, Bhutanese nationals will have their convenience upgraded when doing things like applying for a government service or checking into a hotel: “. . . you could prove that you’re above 18, or that you’re a Bhutanese citizen, without revealing your full date of birth or CID number. This protects your privacy while still allowing institutions to trust your identity.” (Daily Bhutan) Accessing hospitals, public services, and banks will require only a digital confirmation without filling out forms or scrutinizing ID cards.

This high-tech push in the pursuit of integrating blockchain, cryptocurrency, and other digital instruments into the nation’s administrative and financial architecture has been a government priority for the past few years. It is a stated goal of the king and the royal family. Bhutan is the fifth-largest country holding Bitcoin, with around 6,370 BTC valued at approximately US$725 million: only just behind the US, China, the UK, and Ukraine. This year, the tourism council partnered with Binance Pay to integrate cryptocurrency payments across its tourism ecosystem.

With this most recent move, the Buddhist kingdom has reinforced its position in a broader campaign to secure leadership in digital governance and investment, especially in regard to its integration of blockchain technology in public infrastructure.
